The “HPC (Heavy Feed Petrochemical Complex) Project Package-1” is a petrochemical complex worth 3 trillion won (850 billion won for Hyundai E&C) built on a 670,000㎡ site that fills the sea of Daesan-eup, Seosan-si, Chungcheongnam-do. HPC will be introduced for the first time in Asia as a facility that thermally decomposes the heavy oil remaining from the crude oil refining process to produce petrochemical products.

The HPC refers to a facility that produces ▶ EVA (Ethylene Vinyl Acetate) which uses heavy oil generated in the crude oil refining process to be used for packaging materials, film, matt, buffer materials,▶ HDPE (High Density Polyethylene) which is used to make baby bottles, food containers and toys as they do not emit environmental hormones, and plastic materials like ▶PP(Polypropylene) which is used for automobile’s interior and exterior materials like bumper as it is highly shock resistance proof. Usually, petrochemical products are produced using light petroleum Naphtha, but HPC facilities can significantly reduce production costs as heavy oil (desulfurized heavy oil, byproduct gas, and liquefied petroleum gas) called crude oil residues can be used as raw materials. The technology, which can crack heavy oil that has not been used so far and turn it into a petrochemical product, is patented by only a few of the world's leading oil companies, including Exxon Mobil, the largest U.S. oil corporation.

Hyundai E&C has been named the first HPC builder in Asia in recognition of its project management and construction expertise built since 2018 through Hyundai Oilbank Advanced Facility Construction, Hyundai Chemical MX Project, and Hyundai Oilbank Revamping & SDA/DCU Revamp Project. The project was commissioned by Hyundai Oilbank and Lotte Chemical’s joint venture Hyundai Chemical, and Hyundai E&C joined the project through a consortium with Hyundai Engineering.

The HPC Package-1 is a project to build six cracking furnace units and three splitters which are devices that separate crude oil according to temperature (separation by using a difference in boiling point of the liquid mixture), one Fractor, and one Quench Tower. Depending on the raw materials, it is divided into Liquid Heating Furnace (units 1 to 3) and Gas Heating Furnace (units 4 to 6), of which units 1 to 3 are HPC facilities.
